Springbank Road

During the 2022 State Election, I promised that if elected, a Malinauskas Labor Government would produce a report on Springbank Road.

In February 2023, the Springbank Road Traffic Safety and Access Report was completed and published for community consultation. A copy of the report can be viewed here.

To ensure local residents could have their say on the report, Catherine Hutchesson MP (who represents the neighbouring electorate of Waite which includes the eastern end of Springbank Road) and I hosted multiple community meetings with the Department for Infrastructure and Transport.

Following the community consultation, the Department published their outcomes report which can be viewed here.

Through this report, the Department recommended the installation of an additional signalised pedestrian actuated (push button) crossing (PAC) on Springbank Road between Eliza Place and Daniels Road.

Upon publication of the Department’s outcomes report and the recommendation of a new PAC on Springbank Road, some members of the community still preferred alternative solutions to improving safety and access.

As such, in November 2023 I hosted another community meeting with local residents and representatives from the Department for Infrastructure and Transport and the Minister for Infrastructure and Transport.

One of the more popular alternative proposals was installing a full set of traffic lights at the intersection of Eliza Place and Springbank Road. The Department advised against this for a number of reasons, including that it would likely require land acquisition and would be in excess of ten times the cost of a PAC (in the tens of millions rather than millions). The Department was also concerned that while traffic lights at this location may encourage less motorists to use Springbank Road, those motorists would then be diverted to smaller local roads throughout Colonel Light Gardens and Panorama - particularly Eliza Place.

The Department reiterated that following extensive community consultation and investigation, the most appropriate solution to improve safety and local access to Springbank Road was the installation of a PAC on Springbank Road between Eliza Place and Daniels Road.

However, funding wasn’t available for a PAC. As such, I wrote to the Minister for Infrastructure and Transport seeking the funding, and the installation of a Keep Clear Pavement Marking on Springbank Road at its intersection with Eliza Place.

In January 2024 the Minister responded, and the road markings were installed shortly after to give more Panorama residents access to a right-hand turn onto Springbank Road during busier periods.

With the support of local residents throughout 2024, we successfully secured funding in 2025 for the installation of this PAC as part of the Road Safety Program - a $168 million program jointly funded by the Federal (50%) and State (50%) Governments over three years.

This project will include:

  • installation of new traffic lights, with countdown crossing timers

  • new pedestrian ramps

  • new link marking to facilitate safe crossings for pedestrians and cyclists

  • audible push buttons

  • retention of eastbound right turn lane onto Eliza Place.

Works will predominately be undertaken during the day, commencing from Monday 29 September 2025, between the hours of 7am and 5pm.

Night works will take place from Wednesday 8 October 2025 to Saturday 25 October 2025 between the hours of 7pm and 5am, weather permitting. Further night works will be required in mid-November, with advance notice to be provided.
